Once a student is picked they're greyed out and removed from the active pool. Keep spinning until every student has participated.

Random selection eliminates unconscious bias in who gets called on. Students who know they might be picked at any moment stay more engaged and attentive. It's also fairer — every student has an equal chance of being selected regardless of where they sit or how often they volunteer.
